This role will be responsible for the effective implementation of CEJIL’s Human Resources processes and policies, including those involving recruitment, hiring and onboarding of new staff and consultants, supporting payroll, attending to employee relations, overseeing workers compensation, implementing personnel policies, and verifying regulatory compliance, in addition to various administrative functions.

The successful candidate will have the opportunity to work closely with a wide range of human rights advocates and multi-cultural team of dedicated human rights defenders working primarily in Latin America.

Founded in 1991, the Center for Justice and International Law (CEJIL) is an organization dedicated to advancing human rights in the Americas. CEJIL seeks to take on human rights abuses across the region and bring about positive social change through the use of strategic litigation before the Inter-American Human Rights System (IAHRS) and the incorporation of multi-layered and tailored advocacy, capacity building, and media work at the international and local levels. CEJIL defends the rights of more than 20,000 victims of human rights violations through 200 human rights abuse cases across 21 countries in Latin America and the U.S. These cases address a range of issues, including gender violence, migrants’ rights, massacres, and modern-day slavery, among many others. ESSENTIAL FUNCTIONS

  • Serve as a link between management & employees with employee relations related topics and implementation of policies & procedures. Act as the main point of contact on HR issues across the organization, answering questions, creating solutions, and helping to solve problems in collaboration with management team.
  • Working collaboratively with other managers, coordinate the full cycle recruitment and hiring process including job posting, candidate sourcing, screening, interviewing, formalizing agreements, and conducting onboarding and orientation. Support the launching of an online recruitment management system.
  • Act as focal point for the implementation of key institutional policies, including on conflict of interest, whistleblower, and sexual harassment.
  • Maintain personnel records according to applicable policy and legal requirements ensuring compliance with applicable regulations in different countries where CEJIL is legally registered and has employees and collaborators.
  • Maintain an up-to-date database of HR related vendor contracts/agreements and their evaluations.
  • Manage training records and materials developed across functional areas (legal, finance, etc.)
  • Help update contracts and regularly review and update staff policies to address omissions and maintain compliance with best practices, regulatory requirements and developing organizational principles and practice.
  • Review timesheets and labor allocations prior to submitting to Finance.
  • Support the regional salary updates – through researching the market rates in function with the program budges and based on local office and local law; recording changes; maintaining the personnel files and master personnel matrix.
  • Serve as the main support for the development and ongoing periodic review of an organization wide salary and benefit policy.
  • Support the launch of a 360 online evaluation platform and coordinate evaluation cycles.
  • Support the team with the implementation of CEJIL’s internship program.

OTHER DUTIES

  • Assist with organizing a database of team member data, recording employment transitions (i.e. hire, separation, leaves of absence, etc.), generating reports (i.e. payroll analysis, labor turnover, etc.) and processing unemployment claims
  • Assist with team member relations activities and initiatives.

QUALIFICATIONS

  • Bachelor’s degree in administration, Human Resources or related field
  • Minimum of 4 years of comparable Human Resources experience
  • Experience leading and supporting teams across multiple countries, preferred.
  • Effective organizational, communication and problem-solving skills
  • Strong interpersonal skills.
  • Ability to maintain confidentiality.
  • Fluency in both Spanish and English
