Guidelines for the Development of Information Systems for the Prevention of Crimes Against Human Rights Defenders

This document presents guidelines for the design and implementation of information systems on attacks against human rights defenders, with the aim of strengthening prevention, protection, investigation, accountability, and reparation. The material is grounded in international human rights law standards, particularly the American Convention on Human Rights, the Escazú Agreement, and the jurisprudence of the Inter-American Court of Human Rights, as well as comparative experiences from Latin America. Rather than proposing a one-size-fits-all model, it provides institutional, technical, and methodological criteria for developing systems capable of integrating data and, in doing so, identifying patterns of violence, informing public policies, improving State responses, and strengthening civil society participation, while ensuring data protection and information security.
